521 started life as a GP40TC designed for commuter train service, but delivered in an unimaginative CN dark blue freight livery in the event the service didn't pan out and the units could be quickly transitioned to freight service. Over 50 years later all 8 that were ever built are still active for Amtrak, but mostly only see work train service anymore.
