KATY BiCentennial locomotive
Apparently, this was an Alco RS-3 that has been repowered from an EMD GP9.

Not sure what this is. Looks like the long cowl from an early GP7 or 9, but the cab, trucks, undercarriage and short hood appear to be from some type of Alco. Maybe an RS-1? Any ideas?

Like many roads, M-K-T re-engined their Baldwin switchers with EMD engines. The #23 has an EMD hood, but retains her Baldwin cab, frame and trucks.
IIRC, these are Ex-Southern SD-24s derated to 2000 HP by CNW. At this time, CNW power and cabooses seemed to be everywhere.
The conductor bends the iron so this s/b can depart Parsons.
A pair of geeps work a cut of cars at Parsons yard.
The smooth lines of that EMD F unit nose adds a contrast to all those stripe and building angles.
A simple but nice scheme,this unit has yet to receive the new green and yellow colors.
