Are the signals DARK or just approach lit now, versus being constantly lit in the past?

Many are not inoperative due to lack of maintenance. This train had to stop more than once due to the signals not working.

Sounds like the 'Code Line' that is used to run CTC operations is failing. It takes maintenance to keep CTC working. The FRA is very reticent to let a railroad abandon installed signal system. Sounds like the FG&A is playing chicken with the FRA.
