If you Google 'ACE 3000', you can read about why the 614 was used for testing. Ross Rowland was trying to get interest in making a modern steam locomotive and they used the C&O 614 for obtaining test data. Needless to say, no railroad was interested and the concept to build a modern steam locomotive faded into history.
