The short hood is indeed the rear. Most of the GP9's the B&O ordered, (not counting the ones they took from the C&O) were set up to run long hood forward.

Also, if you look REALLY closely, you can see the "F" painted on the yellow frame stripe just behind the employee with his shirt open (appalling by today's standards of PPE ) that indicates that is the front of the locomotive.
