I don’t know anything about the machine, but it’s a brush mower. Appears to be for whacking trees and brush along the line

It looks to me like a brush cutter / super weed whacker. The stay back 300 feet would make sense for this.

Matt - That is a brush/tree cutting/clearing machine. It's operated along the right-of-way with the boom extended, and the head has a large cutting blade that cuts/chops/trims/clears tree branches, thick brush, and other vegetation growing/impeading into or over the right-of-way, thus not smacking trains as they pass through.

Thanks all for the comments! My first thought was brush cutter too, but not being able to find any info about this specific one online gave me pause.
