Wherever you see a moveable frog as in this photo there is no guard rail. These are mostly used on high speed lines.

From watching several cab-view videos, I notice the LIRR has been adopting moveable frog switches quite extensively. These lines are not especially high speed, but there would be a definite maintenance advantage by reducing pounding at rail gaps.
