I believe there are 9 units in that consist. Some kind of EMD on the point. The second unit looks to be another SD45 and it appears to have a low short hood barely visible behind the next unit. If that is accurate, then it could only be 1728. Next are a pair of C39-8s, a GP-40 (I think 1357 from zooming in on the photo) and finally a 200 series GP35 before the other 3 units already identified.
