It has seemed odd to me for a long time that, while there were lots of modernizations of GP40s, SD40s, SD45s, etc. starting in this era, the GEs of the same vintage were neglected despite potentially having more to gain. Only the SF30Cs showed what might have been... correction, it's made more annoying because Brazilian railroads found it worthwhile to rebuild their U23Cs.
