I grew up in Sacramento and spent much time Railfanning this area ! Pretty Rugged Canyon with numerous Power Dams and Highway and Railroad criss crossing each other due to space limitations . Hi Rail vehicles common due to slide prone sections , hence the many slide detector fencing along the right of way

The Penn Central also absorbed the bankrupt New Haven RR in 1969 as a condition of the NYC-PRR merger, and the PC bankruptcy was declared in June, 1970. It and the rest of the bankrupt northeastern railroads were swept into Conrail in 1976.
