This train is similar to our Auto Train that runs from Virginia to Florida round trip. I am assuming the people are not riding in their cars but are sitting in the second car. Cars carrying cars.

@Dale correct its because of the steepnes of the line. On the shuttle trains at Furka and Vereina the people sit in the car. This train on the picture will soon be discontinued. As you can see there are not many users.
