What is that P42 pulling?! Is VRE renting Amtrak stuff now?

This was a VRE train and since this is only time I have seen this in several trips to DC I can only assume that Amtrak was helping VRE out this day due to an equipment problem.

I was right there on that same day when that train came in. My grandma had taken me to look at the trains. I was only 10 years old. I was over there under the station shelter blocked by a dense population of commuters getting off the train. I had said to myself, "wow an Amtrak P40 pulling some VRE Kawasaki Bi-level cars".
