Is the Observation car between the engines and the baggage car being transferred or a private car in an odd location?

I was on VIA #1 The Canadian for that trip from Toronto, ON to Vancouver, BC June 1-5. The dome car first up behind the locomotives is VIA 88703 Banff Park which deadheaded the entire way from T.O. At the time of your photo, I was in the upper level of VIA 8500 Skyline (7th car back from the power) taking photos off the other side of the trestle.
