I think this should either be a 2-2 or a 2-2-2 as the cog wheel should be counted. Unless there is only a single cog rail and not a double rail in which it is a 2-1-2. In Leith docks, Edinburgh, they shunted wagons using an agricultural tractor. Some people in my railway club said it was a2-2, others said it was a 2-2-0
