A weird hood, almost looks like a short F40PH.

Phantom, they were rebuilt from retired Amtrak F40PHs. The front nose was shortened to make room for the added front steps, platform and nose door for easier/safer cab access and riding location for crewmembers during switching operations. There were a dozen rebuilt in this manner.
