Question: What does that wheel thing on the passenger car do? I've seen it in multiple photos, wondering what the heck it does.

That is a hand brake and almost every piece of railroading equipment has one to keep it from rolling away when its disconnected from a locomotive.

Micah, that is a basically a parking brake. It gets used in situations like this where the locomotive isn't supplying air to keep the brakes applied.
