Irony! NYC and the PRR were two of the largest railroads in the world and were bitter rivals until their worlds fell apart financially and then together became Penn Central. Your photo is an example of how fate can intervene.

Oh, but the war ensued after the merger. I heard there were some serious rivalries that continued between employees, management and maintenance divisions. NYC still wanted to do things their way and Pennsy people wanted their way as well. I think I heard rumor that some of PC's financial woes stemmed from each of the former railroads not wanting to concede on certain merging of operations or abandoning some superfluous facilities and trackage. I could be wrong on that last part but I do know there was alot of tensions that took years to resolve.

This shot would now be covered with buildings and high-rises. I've been to the arch a time or two. there commuter tracks right in front of it. great place for rail fanning.
