I've seen this type of car going by numerous times in the small Michigan town I live in that's right on the CN mainline.

I have to wonder if a large part of the inspection, at least surface inspection, couldn't also be automated with lasers measuring the rail head and then comparing to an onboard computer system with a gauge to show allowable profiles of rails.
