Looking at texture of water surface I'm inclined to conclude it was raining at time of photograph; but then looking at the same area's surface texture in the less clearly focused view of this scene from Google Street View car on the highway 14 bridge on a day it obviously wasn't raining, it looks like that might be the normal surface texture of the water flowing through there.
