Is that the river's normal water level at that location or is it running high? Applying some personal initiative to answer that question I went to website for National Weather Service's Advanced Hydrologic Prediction Service, https://water.weather.gov/ahps2/hydrograph.php?wfo=grb&gage=aplw3, and it says Fox River at Appleton, Wisconsin, was in normal river level range on May 17, 2021. Worthy of note is the only 3ft difference between Action stage and Major Flood stage on Fox River there compared to the 16 foot difference between those stages at my town on the Missouri River. I guess my local normal has an impact on my impression of other locations' normal.
