The last freight under Delaware Otsego/Susquehanna operation left Staten Island in March 1991 after Proctor & Gamble announced the closure of its Port Ivory plant, the main reason for continued Staten Island freight operations. The last active customer east of the Arlington Yard was likely the Terminal Lumber Corp. on Union Avenue, but once P&G closed it was no longer worthwhile to operate the remnants of the North Shore Line, which was already embargoed east of Elm Park (near Morningstar Road, leaving enough room to service the Cross Siclare plant on Lake Avenue) in 1989.
