That livery made me think of the Ski Train / Royal Gorge version of DRGW colors from the thumbnail.

Based on my research, the last freight left the SIRR North Shore Line on March 9, 1991 and Delaware Otsego filed for abandonment of the SIRR in December, 1991. The rehabilitation of the AK Bridge occurred in 2006, and "regular" freight service resumed on April 2, 2007, for the Howland Hook container facility and (shortly afterward) the waste transfer station at the old Fresh Kills landfill.
