I had to look at the full size picture. From the thumbnail I was sure it was somebodies model layout.

Not sure re: the reversed caboose, but the flanger is for clearing out snow/ice between the rails. We've had a few good storms up here recently, and while this particular stretch of track was melting well on its own, I suspect that further up in the canyon where it gets less sunlight was still pretty densely packed.

The caboose is "reversed" because the crew is in the cupola operating the air-pneumatic valves to open and close the side blades. Here's a video showing this operation: https://www.youtube.com/watch?v=fS37grZE6kw
