That fences with razor wire are required is kind of sad. Method for out of service track marking is of interest.

The center track here was built as a provision in case the IRT (Interborough Rapid Transit, the original builders and operators of the numbered lines) decided to add a third track to the elevated structure on the New Lots Line. This never came to fruition, and the track within the portal is only used to turn (4) trains that terminate at Crown Heights-Utica Av. To my knowledge this section of track has numerous defects that require it to be removed from service, and repairing them hasn't been a priority as it doesn't affect operations.
