Image is taken from 17 points, a classic location from the Southern Railway postcard series. It was called 17 points, since at one time you could see the train in 17 different places.

As evidenced by the stars in the sky depicted as streaks, this is most likely a timed exposure of at least 20 minutes I'd guess.
