Wow. I don't think that I have ever caught 178 on the Columbus District. How certain are you that this is 178?
That gravel was added last spring. There was an access road that you would not want to take your road vehicle down - until someone spent a fortune on gravel. I still don't know whether it was the RR or the electric utility company.( they have been replacing the wood poles with metal towers in the area, and they may have sprung for the improved access).
