Looking closely at the picture, it appears there is an Amtrak number on the rear of the carbody that appears to say "4021" which definitely falls into the numbering of Amtrak's secondhand E8's. That might help shed some light on the subject.

PC 4321. She has no prime mover and was pending restoration and was intended to go to the New York Central RR Museum in Elkhart, IN.

Unknown? According to the blog post below, it was built as NYC 4070 and finished its career as 4321. The numbers are visible on the unit: 4070 in spray paint below the cab window, and 4321 lettered on the rear.

Guys...thanks for the great follow up information. I didn't have too much time to spend in the area to look over the unit to determine her road markings, etc. and I didn't want to get too close to the unit due to the painted 'No Trespassing' art on the nose.
