That first car is one of Amtraks "infamous" generator cars that were in service for a relatively short period of time. Despite being electrically powered, GG1s were unable to supply HEP for the Amfleet coaches, so an interim solution ( generator cars) was used. These contained a "stand alone" diesel generator which seemed to have a propensity for catching fire while in use. The arrival of E-60s and AEM-7s eliminated this problem.

The "heritage coach" is in fact a power car, as GG-1s had no provision for providing HEP.
