Cool shot. I find it so strange that Amtrak conductors (or assistant conductors?) don't have to wear PPE when out doing this sort of thing. No high-vis vest and I can't quite tell if those are steel toed boots, but they don't look like it?!

Great photo capturing the human element. The train is actually on CSX track right now though. Back by 32nd Street, it does an elaborate crossover from the East End to CSX territory since this is the former L&N depot.

What is even more curious is that the Amtrak conductor appears to be using a hand signal to the engineer, instead of a radio communication.

Often times hand signals are easier than radio communication. I prefer them when possible, as do most of my coworkers.

She may have radioed the "highball," as she did have her radio with her. What you see here, I believe, is a wave to the engineer with whom she works, but rarely sees.
