As a "Ham Radio" operator for 45 years we have used dash dash dot dash for the letter "Q" when using CW Morse Code.

I think they call it a "whistle post" to alert an engineer that a crossing is coming up and to use 2 longs, a short and a long blast from the whistle for a warning. I really don't think it has anything to do with Morse code.
