Went and looked at Google Maps and that orange cable between the tracks is there on both the satellite view and on the street view which is labeled September 2018. Orange cable appears to connect dark colored plates/panels between the rails on both tracks to a grey box with what appears to be a small solar panel on a mast.

Ah, rail greaser: that brings to mind an article in February 2020 issue of trains, which arrived in mail the other day. Page 24 has article promoted as "Rail wear: A dangerous problem" on the cover and titled "Fighting Rail Wear". In section titled "Friction management" it talks about flange greases and rail surface lubrication.
Guess that if I had read that article before seeing this the rail greaser function might have been deuduced without asking!
