Who are they for? Brazil has local production now, they don't look like the Middle Eastern version... Australia?

I saw this around 9 am at Circleville OH. It in dense fog, and I was away from the tracks. I have pictures, but I haven't looked at them yet. I really did know what I saw until I happened upon your photo. Thanks.
