I believe the "BL" in the model designation stood for "branch line", since the greatest need for visibility in spotting cars outside of the yard was on locals trundling down a branch line.The big complaint of the day was visibility for engineers to spot cars at sidings on road trains with the wide body and high nose of the F-units, so this was EMD's first streamlined solution before the more practical square body design of the GP7. I think their production was a short run as they quickly came out with the GP7. Otherwise, I think more railroads would have jumped on board with this unique design.
