What's with the " Box Car " between locomotive and tanks ? I see this here in Seattle on these oil trains passing thru

Actually a covered hopper. With a car load of 'oil absorb' compounds for spills.

In this situation, there is actually supposed to be another buffer ahead of the locomotives as well depending on the hazardous commodity. Might have caught a FRA violation here.
