How'd they get that there?! Is it regular 4' 8½" gauge?

It's 3 ft gauge. This bridge is on the alignment of the original ROW, but this display was put together years after operation stopped. This line ran East-West accross Colorado before the std. gauge line over Moffat supplanted it. It ran through the Gunnison River valley, which has now been dammed several places for irrigation and recreation. The old ROW is now along the bottom of several lakes.
