Sounds like a relief crew was called and they didn't have a consist, wheel report, tonnage profile and bulletins.

Normally the crew getting off the train in the middle of nowhere will leave a copy for the new crew but sometimes we forget. Needless to say, the crew was on the clock and probably didn't care about the delay.
