Matthew - great photo. The only significance I will take a stab at is that the locomotive is Number 911 and the fire apparatus in the foreground was probably built in 1911. I can't possibly determine any other options, unless I am way off the "train" of thought. >;-)

The tag on the front says Hamlet. And it's positioned with a CSX locomotive.

Only thing I can do is make wild guesses. Well, they do not both have wooden running boards. Am pretty sure they do not both have bolted wheel rims, but you never know. Umm, maybe they were painted from the same can of paint?
