I believe it is referred to as a 'Slot Ditcher' . The backhoe moves along each of the cars after it is filled from the ditching spoil.

This is for right-of-way work. Usually the "well"cars will be filled with some form of aggregate and the trackhoe will disperse the material. The trackhoe has had the tracks taken off, and it is mounted to rails on the cars. Herzog has a number of these units all over the country working for numerous railroads.
