Hi John. These units aren't powered. However the cab controls will enable to this unit to run locomotives included in its consists.

Hi Patrick. Sorry for the delay in replying. That is a flat car that was likely built in the 50's or so now utilized to haul locomotive trucks for rebuilding between Cochrane and North Bay.
