Am I seeing things? It looks like 2 of the windshield wipers are on the INSIDE of the cab.

The unit is operational. There are a number of YouTube videos of the museum including one apparently showing it pulling against an SD40 in dynamic brakes. The windshield wiper motors - probably Air Push - have an auxiliary handle on the inside that can operate the devices if they fail.
