Great catch! As a bit of further context for those wondering, this is a hospital train of equipment that would have been VIA 15 on Nov. 25th. That train derailed in Halifax while turning ahead of departure, and damaged several cars. That 15 was cancelled, and then most of the equipment left to head west on the evening of Nov. 29th. Since the damage was to the first few cars (including the baggage car, which has a knuckle coupler on one end and the european style one on the other), their only option was to tow the consist backwards from the Park car. A Budd consist is currently filling in as the second Ocean trainset.
