To my knowledge, yes. Already, as of 10/14/18, there are 2 locomotives tarped and being prepared for shipment at the GE plant in Fort Worth. Unknown how many will be shipped in the group.

Does the plant and test track have multiple width gauges to handle many international rail gauges?

The test track and connections leading to it do not. I do not know about inside the plant itself. Outside the plant and inside the fence do not.
