Even with having the push poles the 'Ship's wheel' looks like it operates a gear drive for turntable because if it were for a mechanism to lock turntable in place that kind of size for leverage doesn't seem necessary in light of the not overly large flip-tab-like locks I've seen used between the rails.

With the "ship steering" wheel the turntable is turned by a gear, in addition, force can be exerted with the diagonal beams on both sides. The lever behind the wheel is used to lock the turntable.
