Hmm. I am assuming that the flashing/crossing lights (enough protection as is) also displays the 'stop sign' for added protection. But if they are not activated, then the stop sign should not be displayed. (But it also appears that the stop sign is on a post that (perhaps?) turns 90 degrees when the crossing is not activated?) Never seen anything like this before. Anyone clue me in?

That looks weird to me as well, I'm not sure if it is off or if it is just the acute angle that the road crosses the track on.

That's a Griswold rotating banner railroad crossing signal. The stop sign rotates 90 degrees when the signal is activated. Fairly common in the Midwest. I have an older version in my collection.
