What's the story here? 2 F45's which don't have steam generators as sole power for a passenger train?

The first "baggage" car appears to be a steam generator car and that is also what I am told.
I could have put it in the remarks but was not 100% at the time. If you google Santa Fe steam generator cars the first image will look exactly like the first car back of the power.

I think the first head end car out is a steam generator car....

Troy, right behind the power is one of the steam generator cars built at Topeka. clues are the side vents ahead of rear baggage door and the roof vents. As well as steam generator pair the car also had a small diesel driven generator.
