Steven,
There's no connection for a northbound train on the Peavine to go west on the transcon at Williams Jct. Thus, these PHX to LA trains will go east to Bellemont, Canyon Diablo or even all the way to Winslow where the power runs around to the other end, a new crew relieves the Phoenix crew, and the train then heads west.
