That's the eastbound Builder at Newport Tower about 800AM....the train is still on the Milwaukee Road but is entering the BN.....ownership changed from side to side here at Newport. Also the Milwaukee Dispatchers for the Twin Cities were in Newport Tower back in those days but I can't remember if they dispatched the River Division between Hastings and Lacrosse too.

Paul, thanks...you are right on. I can see from my Dad's going away shot that the tower is indeed Newport Tower. I did some further research and updated the remarks section based on your tip

Between St. Paul Union Depot and St. Croix Tower (south of Newport Tower) both the Milwaukee Road and CB&Q had a single track but they were run as a double-track railroad, i.e., a train from either RR could be on either track going either direction. Newport tower served both tracks and a branch crossing the River to the Rock Island. So I see no indication on if this is pre or post Amtrak or what train(s) it is.
