I think Strasbourg, PA and Spencer, NC still do heavy maintenance.

Yes, there are others like Meiningen/Germany or in the United Kingdom, but they all maintain preserved locomotives in tourist or museum service, not in heavy regular service.

I believe "in regular service" is the key that separates this facility from Straussburg and Spencer
