The tracks are laid on ground. It was cleared for the right of way. The dunes have been creeping further inland, causing this, continuous sand-blanket. It is part of the maintenance schedule to go out and dig a trench, further up rail, then move the encroaching sand into that pit.

For geographic clarity, the bay water is the Coos Bay. These dunes are in the city of North Bend, Oregon. The city of Coos Bay adjoins North Bend.
