I would call that a POOR CHOICE in parking spaces. Even if the track the truck is on is "Out of Service", its awfully close to the second main. As they told us when I was working summers doing MofW, "Anticipate that a train may be moving on any track, in any direction, at any time." I forget the Rule Number.
